About Harwood Heights, Illinois

Harwood Heights is one of the closest suburbs to O’Hare, a tiny 0.83-square-mile village in Cook County entirely surrounded by the City of Chicago, home to 9,065 residents as of the 2020 Census. Its main business strip runs along Harlem Avenue near the Kennedy Expressway and the CTA Blue Line’s Harlem station.

The area’s farming residents first considered joining Chicago for water and police service back in 1928, but rejected the idea rather than pay for paved streets and sidewalks. A second push for Chicago annexation came after World War II, led by Navy veteran Herbert Huening — Chicago turned it down too, wary of the infrastructure costs. Rebuffed twice, Huening convinced his neighbors to go a different route entirely: incorporate as their own independent village. Residents voted 350 in favor that fall, the village received its official charter on March 4, 1948 with about 400 residents, and Huening became its first mayor.

Today it remains one of a small handful of enclave villages completely surrounded by the city on every side — a status shared with neighboring Norridge, whose own incorporation followed the same path just months later.

The postwar years that followed were good to the new village: cheaper land and simpler building rules drew businesses in, and the 1956 opening of the Harlem-Irving Plaza shopping center brought in enough sales tax revenue that the village has relied only lightly on property taxes ever since.
